they said who did it--The Decepticons uploaded a virus when they realized the military may have found a way to get past their defenses. That way the military would be unable to orchastrate an effective attack

Wasn't this explained ages ago during production? The Decepticons were undercover therefore other than being robots in disguise they also need a fake driver/pilot to make them look unsuspecting. The reason why its this "tash" dude is because its the most likely image of a person to not draw attention, think stereotype.
