So what are the long term implications of the Civil War?

After the "Appomattox Court House/ Rheims schoolhouse"(when the Confederates surrended to the victorious Unionists in 1865 and the Germans to the Allied Powers in 1945 respectively) moment when Captain America effectively surrendered to the Federal uthorities, thus bringing the anti-insurgent SHRA to an end , to all intents and purposes, what will be the long term implications for the Marvel Universe's heroes and heroines?
I confess- I don't KNOW- at least in every respect, but I submit that effectively registering super heroes will lead to a cautious "play it safe" civil servant's mentality incompatible with costumed adventuring.
Anybody feel as I do?

i wopnder what would happen to someone like shang chi for example who falls through the cracks of the SHRA by that i mean above average but not enough to be classified superhuman
