That's attributed to the Vibranium alloy that Cap's shield is made of. Vibranium is a metal that can absorb any and all force (AKA Metal o' Plot Device like Adamantium and Nth Metal). So, theoretically, if Cap can block the punch or force with his shield, you'd need an infinite amount of force to actually move him.
