Taking screen caps of a movie file

So, here's the deal. I can't figure out how to take a proper screen shot of either a DVD or a .mov, .wmv, .avi, or any other movie file.

Here's what I usually do: I push the Print Screen button and paste it as a new image into either PhotoFiltre or Paint. When I move the pasted image around, the movie image stays static on the screen, and I can move the rest of the screen cap around it. Even when I save the picture, it has no effect.

I hope this made sense, but how can I take better screen caps that I can manipulate like any other image? :confused:
 
you need to record the footage and take the copyright aspects of it off...
 
From a DVD there are some DVD playing software that allows you to take snapshots of movies.
I think PowerDVD is one of them.
