I don't think that the Terminator thread deserves a sticky, let alone its own forum. I'll address some of the arguments made for a forum first, most notably "this movie has/had a forum, why can't Terminator?" I think most franchises which get forums fall into the category of superhero or comic book property. Transformers gets a forum because they're robotic superheroes. There are also extensive comic publications for the Transformers franchise. 300 wasn't about superheroes, but it did exist as a comic publication - boom, forum. A lot of you bring up James Bond, but that received a forum as part of a deal between the movie studio and SHH! for the promotion of Casino Royale. Note that there was no forum for the sequel, as there was no such arrangement for Quantum of Solace. Having the QoS thread stickied was an appeasement to the people who were crying out for a forum. I can't say anything about Dragonball, however. I loathe the franchise, and the movie looks 'tarded. If that forum disappears, along with Dragonball all together, I'd say good riddance.
Now I'll discuss the issue of stickying the thread. As some of you have mentioned, it is constantly at the top anyway. Well, if it's always on top, then what's the point? Usually the point of stickying is to shine more light on an announcement or prevent redundant threads from popping up. There is such a minute chance of another Salvation thread popping up, so that's a moot issue. I'm not against stickying the thread, I just don't see what point would be served at this time, since everyone knows a thread exists and it's always on the first page anyway.
