I'd take Shang, even though I hate the Mortal Combat movie. In the Iron Man 3 movie, they never showed the Mandarin doing anything remotely physical, so I'd have to assume all he is, is a terrorist leader.
Now, if we mean the comic book Mandarin, then I'd bet on him.
