I think Craig's list of reasons was dead on. Especially regarding the overwhelmingly positive reception from the fans for Justin and the character. I haven't run into many people (if any) who haven't been pleased with Hartley's performances.

Hartley's association with the network goes beyond Smallville, having also played the role of Arthur Curry/Aquaman in the network's pilot for Mercy Reef.
Hartley has also recently appeared in another pilot for the CW in a new series titled Spellbound. It has also long been rumored that the network may create a spin-off from Smallville, possibly starring Hartley's Green Arrow.
Hartley can also be seen in the upcoming Warner Bros. film Spring Breakdown opposite Amy Poehler, Will Arnett, Parker Posey and Rachel Dratch.

Even if the show wasn't on, I'd still have the CW playing just waiting for it to come on.
