Same scene or not, the cops are on a different floor. So the guy in the black suit may not be a cop or after the same thing. We just don’t know yet.
This may not be a popular sentiment, but I honestly wouldn't mind if they omitted the Talons and kept the Court as a shadowy, "Eyes Wide Shut"-style cult made up of the Gotham elite. Those members with the white owl masks are infinitely more creepy to me.
