Someone came up with the theory based on the leaked script that...
He is mute, because it is more of "Mindless Hulk" as Hulk does things like roaring at the sky confused when he is sheltering Betty, seeing everything in a blur, etc. After the failed cure attempt, apparently the Hulk and Banner merge a bit more (as there is a scene at the very end that shows this as well as clearer vision.)
Which could lead to Savage Hulks personality coming out in a sequel.

I'm hoping changes have been made to have Hulk talk a bit more. I just hope the cgi looks right with the character talking, some cgi I've seen, you have the character talking yet the words don't look asif they're coming from their mouth.

Didn't they say when first starting on this movie it would be closer to the comic than Angs? Hulk has always talked, so I don't see how taking away his speech is making it closer to the comic.

True, for some reason with Norton being a hulk fan himself I don't see him accepting the Hulk not talking.
I do. As he also said if Hulk wasn't done right it would look silly. Movie execs... actors, writers, all strike me as people who would find Hulk silly looking if he talked.
"Puny Human" was one of the best parts of the movie.
I loved the way the Hulk delivered that line, with a look of disgust on his face and the voice imo sounded just right for that hulk.
