well what I do is rip the video from youtube or what ever the video source is via KeepVid and downloadhelper
then I take that video and edit it with the part they want with PowerDirector and then take the edited video and put it into frames using photoshop, then resize or crop whatever needs to be done then compress it to the 80kb limit (which is hard at times btw) and save it

see how much I go through everytime I take a video gif request?! lol

I don't have Photoshop, but I have Gimp. Is there any way to make a GIF with that?

You could use gimp but it isn't very good. The size comes out very high for only a few frames.

I guess my method is faster than Kane52630's.
-I download the videos from whatever site with either DownloadHelper or AnyVideoConverter.
-Then convert them to .avi with AnyVideoConverter, in the process I edit out the part of the video user wants.
-Finally I use Ulead Gif Animator to make the gif.
