It's too early to know any real details about this, but I came across this via one of my anthropology friends and it looks like an interesting prospect. Apparently the Russos are just producing, while the actual directing is slated to be helmed by Terry Notary (Cull Obsidian from Infinity War and the titular ape from Kong: Skull Island) and shot with motion capture.
There's apparently a recent novel by the same title that may or may not be the basis for this film, although nothing I've seen about either seem to indicate that they're actually linked. The slated story info is as follows:
