They never referred to that in the movie, and considering that he had horns and wasn't human, I just assumed that he had a peculiar skin pattern. When was it said that they're tattoos?

It never said it in the movie, but in the expanded universe it does say that he had "Sith tattoos" all over his body.

Some of Jolie's tattoos are real, like her lower back one. Is there a special requirement that the actor has fake tattoos applied or what? If so, Jolie would be disqualified.

Wow thats a pretty damn good list. From De Niro in Cape Fear and Pearce in Memento and Fiennes in Red Dragon. I dont care though I think Wentworth Miller should have a special mention cuz his tattoos in Prison Break were fantastic even though it was just a tv show
