Iron Man - Hear me out; Sure, he's Tom Selleck in a can, yeah, that's great. But he's also started a war that didn't need to happen, knocked around spider-Man (and practically forced him to reveal his identity to the world), became a slave to the bottle, developed an armor that went crazy and killed people, and consorted with known murderers like Bullseye and Venom. He's pretty weak in a lot of ways.

Yellowjacket - Okay, sure, this is a bit of a stretch, but.. oh, yeah, no it isn't. The character's weak because nobody wants to make hims strong. Everybody just makes him a loser who beats up on the Wasp in every incarnation of his character (Marvel Zombies is particularly guilty of this. Come on, people let it go.)

Those guys are easy to peg, since we've seen so much of them. I wouldn't call any d-list villains weak or lame; Just look at how much better Humbug is right now.
