As in the only character missing now is Juggernaut. But who cares now that Sandman, Scorpion, Shocker and Mach are here? My hope is that Marvel don't kill Zemo in Civil War or Enchantress in Ragnarok and then put Shocker and Scorpion in as the villains in the Spider-Man reboot.

Yep. All the best 'Bolts are now in the house. Hopefully Marvel can spin a story for them out of Civil War.

I would rather that they show up initially in Phase 4 in an early movie as the Masters of Evil who battle the Avengers. Then, over the course of the phase, they can become the Thunderbolts, with some wanting to become legitimate heroes by the end. This would be better than having an anti-hero Sinister Six movie.

Thunderbolts was always possible. Of the original group, the only one that was even in question was Mach-1.

Marvel always had the rights to most of the best Thunderbolts (Moonstone, Zemo, Songbird, Atlas, Fixer, etc.).

Thunderbolts are meaningless though without them having been established as actual villains first. The shocking reveal of the heroes was that they were shown to be recognisable villains. Here, if they just went straight to Thunderbolts, audiences wouldn't have much of a reaction.

I'd say they need to bring back several actors they've already established as villains in the MCU like Tim Roth and others, even if it isn't the exactly same lineup as in the comics.

They would never be able to do the shocking reveal on film anyways. They would have to advertise the premise of the film in trailers and tv spots, and all it would take is a simple look at the cast (hey, Daniel Bruhl is playing 'Citizen V'...hmmm...) to spoil it.

I do think the big hitters should be introduced first (Zemo, Moonstone, Green Goblin, and the like), but we don't need a Screaming Mimi or Beetle movie.

Agreed. Characters like Screaming Mimi and Beetle could easily be introduced in Agents of SHIELD or the Netflix shows leading up to a Thunderbolts movie.

I'd build the lineup over two phases.

TV
Agents of SHIELD: Season 3 (Beetle/Mach and Songbird)
Daredevil: Season 2 (Bullseye)
Iron Fist (Taskmaster)

Film

Phase 3
Captain America: Civil War (Zemo)
Spider-Man reboot (Shocker and Scorpion)
Thor: Ragnarok (Enchantress)
Back Panther (Klaw)

Phase 4
Iron Man: Armor Wars (Ghost)
Hulk: Rise of the Leader (Leader)
Captain Marvel: War of the Marvels (Moonstone)
Spider-Man: The Death of Jean DeWolff (Sandman as a secondary antagonist for the first ten minutes)
Phase 4 ends with Thunderbolts as the final film with all the aforementioned villains in place.

Phase 5 would conclude with Avengers: Under Siege where the Thunderbolts reveal that they're a secret Hydra plot.

True. It would be cool to see people like Beetle (perhaps as an Iron Man villain) turn up as villains then see them as heroes like Mach 1 in a Thunderbolts movie.

Also since Hawkeye has previously been heavily involved with the Thunderbolts they could have it with Hawkeye/Jeremy Renner as the main hero who inspires some of the team to really become heroes and not just pretend.

I would definitely take more of the original approach with the Thunderbolts of villains seeking redemption to make it different from Suicide Squad. I don't see a place for Hawkeye in the first film as there is too much that would have to be covered, but he could certainly work in a sequel.

Jolt (or another character performing the same function) might be necessary for the first film as they could really use a 'conscience' that helps push them to the path of redemption.

And Marvel should get Sony to concentrate on this, using some of the Spidey characters as well, instead of this dumb Sinister Six movie which doesn't even fit the mould of anti-heroes.

I would love to see Thunderbolts more than Sin6. Get Venom to join the T-Bolts too.

Actually, that works. I could see Marvel work out a deal where Sinister Six gets scrapped and Thunderbolts takes it's place. Sony still gets to do a villain film starring Sandman, Shocker, Mach and Scorpion. Marvel doesn't get its brand damaged by Sony making a bad film. It's a win-win. Plus, the Sinister Six have one goal in mind, killing Spider-Man. The Thunderbolts want to conquer the world for Hydra... by saving it from evil (and later defending it from harm in the name of Norman Osborn). They constantly fight people who are even worse than they are and teeter on the brink of redemption, oftentimes doing very heroic things and feeling proud of all the good they do. This makes it different from Suicide Squad where Task Force X are forced to do good by being strapped to bombs and otherwise would never even come close to being heroic. Suicide Squad is cynical. Thunderbolts is ultimately idealistic.

How about this.

During the Infinity War, all of Earth's significant heroes are off planet dealing with Thanos. After the Infinity War Part 2 the post credits tease is the Avengers and co returning to Earth to see that a new Superhero team has arisen to fill the void they left.

Phase IV

With the heroes gone the Thunderbolts appeared, similarly to how they showed up during the Post Onslaught / Pre Heroes Reborn era. The public sees them as heroes although they are in reality the Masters of Evil led by Zemo.

A Thunderbolts solo movie could lead into Avengers 5 which is the big Avengers vs Masters of Evil showdown.

It'd be really cool it the thunderbolts got a subplot in IW: Pt2 where they have to keep things in order while the heroes are off earth
