With all the recent re-introduction of many earths and versions of characters, I started to think about ways in which DC could expand its core of decent characters without resorting to here is the 'Earth-211 Joker".
The re-appearance of the human flame, got me thinking, what other z-list or forgotten about villains could be re-established as good characters?
So my questions are:
Which villain could you do this to?
How would you go about doing this to a villain, without changing his powers (if he has any) or retconning any of his past?
