From what I know of Nintendo as a company, they seem to be among the most conservative and risk averse. Every aspect of a product is designed to be as broadly appealing and inoffensive as possible. They don't strike me as a corporation that would gamble on casting a trans actor in a historically heteronormative role, especially when it could damage perception of the brand overall and cost them money. They don't want controversy or to become embroiled in regional culture wars.

To be fair, Nintendo created a transgender character in a Mario game back in 2004 and in the game's recent re-release had the English translation finally properly acknowledge that fact.

It's super racist and misogynistic. but Hunter is a decently popular white woman in the states. That is appealing to their perception outside of Japan, which is more important to them.
 
This would not only be perfect casting but also super cool and huge for representation. Although, if Hunter is cast, this has to be the rare occasion when talent is actually protected from all the mindless rage that is bound to come. I hope that's a priority. It's doubtful in any case, this would be badass casting, and studios are feeling even wimpier than usual.
 
Obviously, such a casting would be completely unprecedented.
