Or Zhang Tong, Tem Borjigin or any of the other Mandarin aliases while simply dropping the Mandarin title.

I was re-reading Director of SHIELD/Haunted the other day and it seems to me that they can still totally do this story with very little modification.

His motivation in that story (bringing about an apocalypse to bring about a new better world) is still totally usable, Extremis has been introduced and there's no reason it can't be a plot point going forward. As far as I can see there's really nothing that Iron Man 3 did that prevents them from still actualizing the Mandarin character as portrayed in that story.
 
Probably Zhang Tong and the Mandarin is still to appear along with the Ten Rings in Iron Man 4.
 
I'm fond of Tem Borjigin. Tem is short for Temugin, which means iron-pounder and is the name of Ghenghis Khan. Borjigin is the name of the family of Ghenghis Khan.

Also, Tem can easily lead to a Temmy nick-name, which is close to sounding like Tony.

So Tem Borjigin is really the perfect name for him on every level.

I think that element from that run could still serve as a basis.

Frankly, I don't know why they just didn't use that take on the Mandarin for IM3 to begin with.
