hard to imagine that Frank would partner up with a teenage girl, but, if she's more like his new "Microchip", Ma'am in the chair type (where she's not being put directly in the line of fire)

maybe she's really skilled with computer stuff...

she could've been someone he found being kept captive when breaking up a gang or something and just took her in cause she had nowhere else too go (now she just helps him from the sidelines)
