Who makes avatars?

I have found my avatar, but when I try and upload it, it doesn't work.

If there's somebody who does them can do it for me, it'd be greatly appreciated.

I was able to create the headshot myself on Mspaint, but when I tried to upload it from my computer it said I had an invalid file.

it has to be a jpeg.

bitmaps won't load, change it to a jpeg and it will work.
