At this point we already saw 7 X-Men movies and at this point, I doubt we would ever see equal character development for everybody, well at least for the members of the X-Men.

I would love to see a X-Men film focus on the team, but eh, maybe for the reboot, that would happen. And I feel like at this point, the only X-Men they really have to develop, (like how they developed the core three/Mystique) are Cyclops, Storm and Rogue. I won't mind if Shadowcat/Iceman/Beast continue to be supporting characters. Jean already got a good amount of development/presence from X1 to DOFP and I have a feeling it will continue in Apocalypse.

Jubilee was one of the students kidnapped by William Stryker in X2.
Jubilee didn't look like at age similar to Storm when Nightcrawler rescued her.
She was at Rogue age in X1 and X2, so born around 1988 (Rogue was 17 in 2005).

Pretty much this.

Too many fire powered characters out there already and there will be another one from Fox next year. Jubilee deserves a bit more focus and will certainly not get it here. No need to reintroduce just to waste her.

As someone already mentioned, Jubilee is the same age as Rogue which means she cannot exist in the timeline of X-men: Apocalypse.

In theory since Jubilee wasn't In DOFP you could put her In but question Is why would you want to? She is second rate Kitty.Plus much better characters you could use In Apocalypse.

She was considered for DOFP but they replaced her with Sunspot.

Anybody who wasn't at end of new 2023 DOFP still wouldn't be more than 9 years old in 1983, Wolverine make changes in 1973, not before. Everything before 1973 is same as in old timeline.

They may end up messing with ages of characters not seen In new ending of DOFP as Kinberg has hinted even though I don't like the idea.
