He wont (no way in hell) kill a fellow hero (who he no doubt vastly overpowers) just because they have differing opinions on some stupid midgardian law which, quite frankly, Thor wouldnt give a rat's tail about anyway.
Thor judges people by his moral code not the government's written laws.
