Will the USA's "federalized" heroes be issued costumes or can they wear their own?

Sorry to keep harping on about the "federalization" of America's super hero community, but will heroes in training be permitted to come up with their own costumes or will they be issued costumes( just as recruits to the US armed forces are issued their own uniforms)? BTW some canny entrepeneur such as the Wasp( who is also a fashion designer in addition to a super heroine/socialite) could make a bundle by developing a brand of software that can help heroes/heroines design their own costumes!
