There is no need for the face to "move". Look at V for Vendetta, you could easily feel the emotions, the anger, the love, the hate even when the character had a stiff mask on all the time.
It is all in the voice. Optimus in the cartoon had a face with little/no emotions, but that combined with his voice made him even more "epic".
