And even if they still did they would want pages and not character designs. You maay be an artist the caliber of Leonardo Da Vinci but they want a story teller like Jack Kirby

you're better off inventing your own characters and writing your own stories over trying to work for Marvel by submitting art that they're no longer accepting. considering how many well known staff writers and artists don't get dibs on what ever they want to write or draw I doubt your submissions will wow them. I've been on deviant art and not to insult your art(it's far better than my own), but there are thousands of artists on there with equal or better art than yours that still can't get a job at Marvel.
Best bet for a job is try to create/write your own characters and try to make an indie comic while at the same time getting a really well organized portfolio with lots of variety and shop it around at comic conventions with indie publishers to get a job there. Marvel(and DC) have plenty of artists on staff and plenty of others ready to go from other publishers if there is a position for them.
there are plenty of people who would sell their soul for a chance to work for Marvel especially to get to be involved with any type of Spider-Man book, but it's definitely more likely for them to get the job in exchange for their soul than you getting one from a submission they're no longer accepting

You'd be better off sending your stuff to a publisher like Top Cow or Image.

If your art is good and your storytelling is good, then good. That's what they're looking for. There's no harm with redesigning a character for fun. It's the ultimate universe. If it's bad, why would they care? LOL.
