The optics of this meeting in the US territory with a dictator war criminal calling the shots is so bad for the US role on world stage, for world politics and alliances.

I don't think he is phoning it in, on purpose. I think he is diminished, mentally. We are seeing more and more signs of it. Frankly, it is getting to the point where I feel we are in a new Reagan situation. And Vance is biding his time in order to get 2 and half terms.
