There are no formal appeals, but there is a tribunal (headed by yours truly) that offers a venue to have said grievances aired. Upon review, select instances will be forwarded to the Commissioner for possible reconsideration of the initial fine.

The administrative fee needed to file a motion for a hearing with the tribunal is $25,000. You, and any others, are welcome to take advantage of the proceeding as you see fit.
