6.6 Fallout - Gotham?

I'm sure the city skyline just before Lana meets Dr. Groll is that of Gotham in Batman Begins, the narrows and Arkham are visible IMO - has anyone else noticed this?

I'm pretty sure some have speculated the same thing. I wasn't really paying attention to all of that so I never noticed one way or another.
