So here we have it, the final! It's Cameron and Arnie vs Cameron and Arnie. 
I'm going to start this one a bit differently by naming my vote and why, and my vote goes to True Lies. Now don't get me wrong, T2 is an awesome movie and after the way it totally steamrolled over The Matrix I have no doubt it will win, but I think True Lies impact on the modern action movie is a bit undervalued in comparison to how lauded T2 and The Matrix are.
For me when I look at the Bond movies post True Lies, as well as the Mission Impossible franchise and the route now of the Fast & Furious movies since Fast 5, True Lies was the pioneer that stepped the game up for the scale of sequences in "conventional" action movies IMO, I mean the film has 4 brilliant action sequences and if you take everything from the Florida Keys to the Harrier Jet action it took the genre up several notches.
Debating the films beyond my reasoning for my vote is a bit more difficult, one is a pretty straight faced sci fi movie, where as the other has a lot of humour and exists in the cool espionage world that only exists in the movies, it's hard to compare a number of aspects, both are very entertaining overall, but above is why I vote True Lies, over to everyone else!
