I'll presume "he" is Alan Moore. His Beardiness didn't physically put the kibosh on that proposed DC Direct range of WATCHMEN figures back in 2000. He didn't want to come to the metaphorical party and join in with DC's plans for a 15th anniversary celebration on account of his being p issed at 'em for several reasons, including being continually screwed outta WATCHMEN rights and revenue raised during earlier blatant attempts at merchandising (namely a badge set, clock, wrist watch, and T-shirts that DC palmed off back in the day as being mere 'promotional items', therefore ensuring they didn't have to give Moore 'n' Gibbons a single cent). Rather than wash their dirty linen with Moore in public, DC decided to pull that figure range themselves as a means to keep him quiet lest its release provoke him into bad mouthing them even more than usual.wait, they made v for vendetta figures, why would he have a problem with watchmen?
Essentially, DC chickened out. They don't really give a s hit about Moore's wishes (not then and certainly not now) and were only interested in saving their own face back then; now that the movie's on its way anyway they'll undoubtably push ahead with a WATCHMEN figure range (amongst other things) and be done with it just as they did with V for Vendetta, giving NECA the license to produce that particular range of tat. Moore can p iss 'n' moan all he wants but, not owning any rights to his own creation, has no legal recourse whatsoever to veto such products from materializing.
I have it on good authority from an industry sculptor friend "in the know" that serious plans are indeed afoot to resurrect that very DC Direct range and add to it with the remaining major characters. Start savin' those pennies, peeps!
