An EBAY question (just bought an item)

I just bought an item on ebay for $1450.00, and when it came time to pay through paypal it only made me pay $1400.00. Why is that? Heres a pic of the receipt:

My friend is too paranoid about paypal and ebay so he gave me the money to get him a moped LOL. Its a rare moped concept I guess. Heres a pic of it:

Its a cheap knock-off of the Dodge Tomahawk released a few years ago:

We both thought it was going to be...well, at least half the size of a regular Tomahawk lol. I'm getting my camera when it arrives, hes a big fella and I'm taking lots of pics with him sitting on this small thing. BUT, it does go 60mph. So we'll see, its a mixed bag.

Oh and the seller finally responded to me and everything is cleared thanks fellas.
