Hopefully not. And I also think that upcoming "Aquaman" movie will prove that "unite the seven" was referring to underwater kingdoms, not Leaguers. Otherwise, we'd seen that slogan on some of the JL pics by now and not just Aquaman one.

By the way, I just made this connection - in more recent interview Momoa mentions "Aquaman" solo being adventure film akin to "Indiana Jones" and "Romancing the Stone" and that there's going to be a lot of different worlds, so I take it there will be Xebel and other kingdoms:

We went to space, we traveled all over different worlds, but we never went underwater. So it’s just a really cool spin on what’s below and it uses a lot of great movies that I already love — whether that be Raiders of the Lost Ark to Star Wars to Lord of the Rings to Romancing the Stone. It has a lot of really cool adventure, it’s funny and heroic, and there’s a lot of different characters and a lot of different worlds that we get to go to. So I’ve never really seen anything like it. I think it would be an absolutely amazing game and that would be the greatest character in the world."

Yeah, good catch Wolfie; I'm thinking now that the Aquaman movie starts with him NOT being King and it's all about him finding his place as a child of both worlds (not unlike Superman) but having to "unite the seven" seas/tribes ala Avatar or LotR, and when they all finally rally behind him, he embraces his roll as their king.

Duuuuuuude, it's gonna be SO epic!!
