Yeah, he claimed there was a conspiracy of mods out to get him and that he was in secret communication with some mods who had told him so. Wasn't his finest moment. I'm not sure who did the official banning, but Hunter Rider made it clear that he'd had enough of him. And another mod called BS on Nell's claim that some mods were talking to him by PM about this conspiracy.
