um, dude, there's a sign saying "arkham asylum" on the gates. i think it is blindingly obvious there is a new arkham. as the tagline states "arkham has moved".

with what the trailer provides us with, it's not hard to work out the tagline is downright telling us what's happened. the trailer starts with a large gate with the words "arkham asylum" emblazoned over it. and it's located in the city. you do realise that, right?
given the new city location, the escaped inmates would be out on the streets in no time. i presume that's how they are there in the first place. where else have they come from?
we do not know where the game will be set. i think they will open the game up to the city, given how the trailer travels through the streets and so on. we may enter the new asylum at some stage, which will be a totally different environment to the first.

The reason it is under siege is due to the events of the first game (I doubt all the inmates stayed in the asylum when Joker took over).

that sounds better.Certainly, the city simply being over run by maniacs is a possibility, but the fenced off section of the city marked "Arkham" suggests to me that, following the destruction of the original asylum in the first game, the inmates have been moved to a section of the city that's basically now being used as a prison camp, until such a time that Arkham can be rebuilt and they can be sent back there.

even if they are arkham patients, why wouldnt the police be responsible for rounding them up off the street? arkham is a prison, not a police force.

You sound like a broken record. Nothing is concrete at this point, but its more than likely that they're not building a new Asylum, when the old, for the most part, is still in good condition.again, how do you know? what is this claim based on?
