Yes he is a liar but the tape recording of the first meeting between Him and queen don't lie.
Here is how it is when AA was made they where not thinking about making origins so those tapes where kool and added to the asylum archives.
Then somewhere when making AC, Origins was planned and it was a great idea to show batman and the joker's first meeting to add more depth to the story of Joker's death in AC.
The way Queen and Joker met having their first session in AO was darker and kooler, more creepy than those tapes, so even if they are not the same it still complemented and did it's job to the overall franchise.
Yes the game is very canon and it does very much feel like a precual to the overall franchise.

The way the Rocksteady guys have described it at least in the last interview, is that origins is canon but there is more connection between Asyslum, City and Knight in terms of an on-going story.
I'd see the Arkham series as a main trilogy with Origins as a prequel or prologue almost to that.
Maybe like the Hobbit to the LOTR trilogy vaguely.
