In Identity Crisis. He then created Brother I and it was hijacked basically and misused. That is why Infinite Crisis occured.

I didn't think he ever found out in Identity Crisis. I remember Green Arrow saying something like, "he's a detective, he'll always have an idea." But that he didn't actually find out in that book.
