I'm going to be in the minority here and say Voldemort, minus the bias. He probably would do a nonverbal spell quicker than Palpatine could raise his hands to choke, push, fight, or all of the above. Palpatine won't know what'll hit him. And I'm sure Voldemort won't have a hard time deflecting whatever Palpatine throws at him either.
