Yes, he was a monster, but after repeat viewings of Watchmen, I grew to like the character.

Not sure if he qualifies as a full on "rogue" or not, but he does have some rogue-like qualities to him. He's certainly not a typical hero. He's very selfish and only concerned with his own well being throughout most of the movie, but of course he has a change of heart and saves the day in the end.
