Joker was rumered to be brought back a few times,

One idea was that he was going to be in Batman Returns as reported brittish newspaper news of the world, the body they found was a 'dummy' the joker dropped, the real joker flew off in the helicopter.

The hallucination caused by Scarecrowhas been mentioned.

I also read online once the joker was set the return abeit bald, his daughter Harley Quinn dug up his body took a piece of his skin and with Lex Luthors Funding was going to clone her dad (i think this was for the Superman V's Batman film)

Harley at the time was rumored to be played by Madonna or Mira Sorvino (sp?)
