Changing shirt size. Is it possible?

Got an extra large shirt from a store that doesn't take shirts back. Thought it would fit, but the extra large is actually too large. Is there a way to make the shirt smaller? It's just a regular t-shirt. Thought someone on here might know.

It was around 25 bucks. If I can make it smaller, that would be the most cost effective method.

i thought cotton shrinks when theres a temp change... like wash in cold and dry in heat
