It's because stores like Target, Wal Mart and Best Buy order much fewer copies of Blu-rays/DVDs these days, especially Best Buy since they're doing away with physical media entirely.
I'm willing to bet that the majority of people who bought it are over the age of 35. The younger generation may have seen Oppenheimer and liked it but for the most part they've moved on from physical media in favor of streaming/digital. Barbie, Oppenheimer's release date rival that appealed more to younger viewers and grossed $1B, hasn't had the same supply issues with the Blu-ray.
We're still people, dammit!
