The showrunner used to work on Heroes so I'm not too surprised that Micah from Heroes possibly got cast as Cloak. Debby Ryan is a former Disney kid so her moving onto a Freeform show seems like a natural next step.

Gina Prince-Bythewood seems like a solid pick given her history as well.

That cast looks about like I'd expect a Freeform show to cast. I'm kind of hoping that they won't try to make them look so Young Hollywood, considering what I assume would be some of the subject matter on the show. I don't know anything about either of them...never even heard of them prior to clicking that link (my entertainment resides almost exclusively in Horror, Sci-Fi and Superheroes).

My first thought for Dagger was Olivia DeJonge from The Visit, who is 18. I kind of feel like the cast should look like teenagers for a few seasons.

I wonder if the producers are interested in Jude Demorest ("Star" on Fox); might as well seek out this young lady to play Dagger. She's young enough, she's into dancing, I suspect the scheduling would probably be favorable, as "Star" probably only shoots 12-13 episodes a year if it gets renewed, likely the same for "Cloak & Dagger".
