Anthony Fauci said something similar back in April. But he then had to clarify that he was using the terminology in a technical sense. I.e., we’re starting to exit the “pandemic” phase of the virus infection; and we’re entering the “endemic” phase. (Endemics are persistently present within a population, but usually don’t have explosive growth). To the general public, however, saying the “pandemic is over” might sound like “COVID is pretty much done.” Perhaps Biden should have chosen his words more carefully.

And, yeah, let’s see what happens in the fall and winter.
I’ve just gotten my 2nd booster (my 4th shot overall).
