The photo was made years ago for a website/tv show called "Freaky Links." The photo was even used on the tv show at one point.

The website freakylinks.com (which isn't up anymore but you can find it on the haxan.com website in the archives) was an online blog reporting the paranormal/freaky "news." I was hooked on it every day checking on these live webcam feeds they had set up, it was a well done website. Then the harsh reality came when they revealed that the site was just a tie-in for the tv show on Fox that was being released. Kinda sucked. But they did a good job reguardless, by the same guys who did the blair witch project (so they had experience in faking reality).
