Chappie didn’t have a much bigger budget than D9 from what I recall.

Elysium was his biggest budget movie.

Well damn. Then I just don't know.

Yeah, Chappie and District 9 felt very similar from a budget standpoint, with the difference being that Chappie had more star power in Hugh Jackman and Sigourney Weaver.
