I think it was a trick. If one of fairies decided to blow the other one up, their boat would have blown up. If the civilians chose to blow the prisoners up, or vice versa, their boat explodes. That's what I thought was gonna happen.

But it would have been ironic, that the one that chooses to blow the other one up ends up blowing itself up. That's how the Joker thinks.

Isn't that obvious, though? The Joker thought that there was no conceivable way that they wouldn't try to blow each other up. He was trying to make a point about the hypocrisy of man - and how "civilized people will eat each other" - but he was dead wrong. He underestimated the power of Gotham.

and...it wouldnt be funny because no one would know the joke other than the dead people...

with switching dent and rachel, lots of people saw the joke
