It's supposed to be locked. It's a civilian house and the owner isn't in. When they're inside, sometimes they unlocked it.Though if you have no bussines being in their house, they'll tell you to leave, if you don't leave, they'll turn hostile.

ah.....I see. thanks. so it's not a bug then??

I'll try resting, waiting, doing other things to see if the house gets unlocked later.....lol
