I've been wondering, maybe they are chasing their tail on the "evolution" aspect. At least a little.
Perhaps, some "immortal" hero (Kensei is the current likely candidate) has travelled the globe throughout history and had offspring all over. Perhaps the heroes are all related back to one original. The "genetic marker" is actually a genetic trait passed down. People would then not be evolving powers as much as getting them passed down. Certainly every generation may change things, but we have seen some duplicate powers.
Expanding on this hypothesis. Perhaps the Company is head up by the original hero (again likely Kensei). The way they find and track those with gifts is by following his family tree. He would know that the only ones who can stop him are his desendents, so he keeps track of them. Perhaps the "original 12" banded together and eventually confronted the Company.
