It has elements of both. It shouldn't be a direct adaptation of either in my opinion anyway, both have their merits.
Legion as the villain is straight from Emerald Dawn, as is the moment when Hal enters the central power battery towards the climax.
His friendship with Sinestro, and tying Hector Hammond's origin to something from Abin Sur's ship is from Secret Origins.

I think they're willing to introduce Parallax on the following movies and want to tie it to something to make it sense like it's one big story in three acts. But i still think they should go back to the REAL Legion. A golden armor controlled by a colective mind of millions of dead insectoid aliens holding a grudge is something that works. We'll, the first draft that we've read was finished days before "Secret Origins" was published, so, they can add some elements of it in the second draft. Even add Atrocitus if they will.I'd prefer if it was more in line with secret origin, and I prefer Atrocitus much more than Legion as a villain.
The Legion they use in the script looks different, he's much more powerful and he's similar in origin to parallax. Essentially, he's not the same character, though I'll admit I don't remember Emerald Dawn all that well. Why was he chosen as the villain?
