My question is pretty much as the title describes. In Season 4, Star(ling) City is frequently being depicted as a struggling, dying city that is collapsing on itself - with two major terrorist attacks, a series of mayors and mayoral candidates who have been assassinated, a coup by a mob boss, parts of the city remaining firmly in the control of organised crime, and a police department that is now operating at record low morale after seeing large numbers of its officers either being killed or seriously injured in the line of duty following these recent events.
Personally, it seems illogical that the central government would allow something like this to continue uncontrolled without doing anything to prevent further breakdown. That said, how would the government respond realistically? In Episode 7, we saw the government trying to pump hard currency into the city to stimulate the economy. And I'd imagine they would/could probably also deploy the National Guard and/or declare a state of emergency in the city; though both would probably only worsen the mood, economy and depopulation of the city.
That said, has there been any Real Life precedent or enshrined regulations on such matters?
