Doc Savage doesn't deliberately kill.....he arranges it so that they die in the trap they tried to kill him in, or if they manage to survive, he sends them to his special "college" for brain surgery that removes all their memories, they are taught new skills that benefit society, and are returned to different area of the country than they previously lived in, and given a new identity.
